Our History

Indigenous to Kansas, Oklahoma, and Texas, the four Wichita tribes are federally recognized with the Kichai people as the Wichita and Affiliated Tribes (Wichita, Keechi, Waco, and Tawakoni). Its history has been one of endurance and survival despite overwhelming adversity.

The ancestors of the historic Wichita and Affiliated tribes were probably the first people to settle upon the Southern Plains. From south-central Kansas to northern Texas, they lived in villages of grass lodges, raised bountiful crops of corn, squash, and beans, conducting fall and winter buffalo hunts, and carrying on extensive trade with the Pueblos of the Southwest. First contact with Europeans came with Coronado’s 1541 quest to find the fabled Quivera, thought to be present in Kansas.

Welcome to the Quivera Tribal Enterprises’ website! Throughout history, despite overwhelming adversity, we have been a people of endurance and survival. Ever adapting, Quivera has been hard at work setting the groundwork for a future full of unlimited opportunities for our people to dream, grow, and thrive!

Beginning with our logo, we embody our Wichita culture–highlighted with the frame of a traditional Wichita grass house under seven stars, representing economic prosperity for the future of Wichita and Affiliated Tribes. The same thoughtful consideration was given to the structure of our organization–offering innovative solutions to our customers and investing in and for our people.

Under the leadership of Quivera, we will continue to add subsidiaries for the investment of the Wichita people.

Rachel Crawford

Chief Executive Officer

Rachel Crawford is an enrolled member of the Wichita and Affiliated Tribes. Rachel has the privilege of serving as the Chief Executive Officer for Quivera Enterprise, LLC (Quivera), a tribally owned holding company. Quivera was established in 2018 by the Wichita Tribe Industrial Development Commission (WTIDC) as a mechanism for enhancing sustainability and expanding business opportunities for the WTIDC’s federal contracting businesses. Currently, the businesses supported by Quivera provide several services to the federal government in the areas of construction, logistics, information technology, financial management services, occupational health, and environmental services. 

As the current Interim-President of Iscani Industries, Rachel brings 8-years of business development and growth strategy services to the company. Rachel has an entrepreneurial mindset and program execution skills refined through leadership roles involving continuous collaboration with business executives driving processes and effecting positive change. 

Ms. Crawford holds a bachelor’s degree in Political Science, and a master’s degree in Administrative Leadership and Economics all from the University of Oklahoma. Prior to joining the team at Quivera, Rachel worked for non-profit mission-driven efforts that value equity and serve as a catalyst for change. She has grown up in Anadarko and has served her community in several capacities since leaving for college. Rachel has a passion for grassroots movements that encourage and provide for opportunities that improve the quality of life for all Indigenous peoples.

Cynthia Billy

Chief Operations Officer

Cynthia Billy is an enrolled citizen of the Muscogee (Creek) Nation. Mrs. Billy lives in Elgin, OK with her husband and four children. Cynthia has supported Indian Country for over fifteen years and is passionate about giving back to our tribal communities. Her experience in working with diverse populations, program development, and community driven coalitions has allowed her to be a connector between non-traditional partners in the private sector as well as the public sector. Mrs. Billy currently serves as the Chief Operations Officer for Quivera Enterprises which is a holding company that oversees and supports its Federal Government contracting companies for the Wichita and Affiliated Tribes. She oversees day-to-day back-office operations for the corporate office, which consists of four (4) different business units, being responsible for continuous process improvement across all operations, strategic planning, business development, and assisting in management of all operations with problem resolutions and support. Mrs. Billy conducts constant review of each unit, provides recommendations for success, and identifies new business ventures to further economic development in new industries.

Cynthia holds a bachelor’s degree in Industrial Engineering from the University of Oklahoma and certification in Lean Six Sigma. Cynthia is also a recipient of The National Center for American Indian Enterprise Development’s prestigious “40 under 40 Award,” which is awarded to individuals under the age of 40, nominated by members of their communities, who have demonstrated leadership, initiative, and dedication and made significant contributions in business and their community.

Travis Kemper

Chief Financial Officer

Travis grew up in Edmond, Oklahoma and attended Edmond Memorial High School.  Travis obtained his first Bachelor’s degree from the University of Oklahoma in 2005.  Upon graduation, Travis moved to Texas, Florida and Louisiana to work in accounting and finance departments in the oil and gas industry. 

After moving back to Oklahoma, Travis began his career working with contracting companies for the Department of Defense and the FAA.  In 2015 Travis decided to return to school and received his Bachelor’s degree in Accounting from the University of Central Oklahoma. 

In his spare time, Travis enjoys spending time with his fiancé and their two dogs.  He is an avid fan of the Sooners, the Thunder and the Atlanta Braves.
